Traffic Management
The HSE states (2017) that by law:
- Pedestrians and vehicles must be able to use traffic routes without causing danger to the health or safety of people working near them
- Roadways and footpaths should be separate whenever possible
- Employers must consider protection for people who work near vehicle routes
- Traffic routes must also keep vehicle routes far enough away from doors or gates that pedestrians use, or from pedestrian routes that lead on to them, so the safety of pedestrians is not threatened.
The HSE’s Approved Code of Practice “Safety in Docks” states “Vehicles and pedestrians should be separated where they share the same workspace. This may involve excluding pedestrians from certain areas or providing separate pedestrian routes. All vehicle and pedestrian traffic routes should be clearly marked and signs clearly visible. Appropriate crossing points should be provided where pedestrians and vehicles meet”.
